FY25 Nonprofit Security Grant Program (NSGP) Funding Opportunity
The following information is applicable to all potential Washington state applicants interested in applying for the Nonprofit Security Grant Program.
The FY25 NSGP Notice of Funding Opportunity is anticipated to be published in the Summer of 2025. We will release further details regarding the application timeline as they become available. Until FY25 details are revealed, we are using the last funding opportunity to prepare for the FY25.

Eligibility
Organizations must meet the following NSGP eligibility criteria:
Be registered as a 501(c)(3) nonprofit or otherwise described under 501(c)(3) of the Internal Revenue Code (IRC) and tax-exempt under section 501(a) of the IRC;
Demonstrate, through the application, that the organization is at high risk of a terrorist or other extremist attack, and
Must complete a Notice of Intent form to have their application considered for funding.*

Complete an Investment Justification (IJ) form
Complete a Consortium Workbook*
Provide a Mission Statement on organization letterhead**
Submit your application once the due date is publicized by WA EMD

Obtain a Unique Entity Identifier (sam.gov): All applicants selected to receive funding must have an assigned Unique Entity Identifier (UEI) from Sam.gov. It’s important to request the UEI immediately as it takes time to process.
To request a UEI for your organization, visit Sam.gov.
Complete a Vulnerability Assessment: All application submissions must include an up-to-date Vulnerability Assessment. Assessments completed within the last three years are considered up to date. To complete this requirement, you may contact your local law enforcement office to conduct an in-person assessment. Alternatively, you may use CISA’s Houses of Worship Security Self-Assessment.
Prepare an Investment Justification: The NSGP application form. To assist with filling out the IJ, refer to FEMA’s “Investment Justification Checklist” in the Nonprofit Security Grant Program - National Security Supplemental Subapplicant Quick Start Guide . We recommend drafting your answers in a Word document for easy editing, then transferring the information into the IJ template when final. Please be aware that the final Adobe document has character limits for each section.
The FY25 IJ template has not been released yet. We will post on our website as soon as it’s available from FEMA.
Prepare the Consortium Workbook**: Additional application form for all consortia projects. Each consortium members’ projects must be listed within the workbook. The lead consortium nonprofit member will submit the application on behalf of the consortium.
